I don't have an S-10 but I have an 01 Tacoma static dropped on 20's with a 3-4 drop with no problems. I could probably go another inch on mine and be ok.

20"s will rub the frame in the fron with pretty much any drop but I am sure with up to a 4" drop you could still get a good 90% of your regualr turn. As for the c notch that will not be neccesary. If you get a 7" drop then you will need to remove your bump stops. I had a 6" drop at first and I still had my bump stops. As for the tire size that depends upon what size 20" rim you choose. I have seen any where from 225/35/20 to a 265/35/20. Most people run a 35 series tire however with 20"s but I have also seen a few 40 series. I hope this helps some.

i have a 5" drop on my front. the tires rub the frame only if i do a tight u turn. just gotta be careful of the outer fender if u hit a bump while turning.definetly dont have to notch the back
