If you've got 3-4 grand to mess with you should have enough to rebuild the motor and bag it. Depending on how elaborate of a bag job your wanting.

i thought about rebuilding the motor... should i just buy a master rebuild kit??

i would let a shop take car of parts and everything. find a good trustworthy machine shop and let them do everything. that is, if you don't know FOR SURE how to do it. Or, do what russ-d said with the japanese imports.

If it runs great and as long as it doesnt smoke or leak really bad I say drive it.

There are two reasons Mazda engines go bad, the first is neglect. Change the oil often and check the coolant level and color. The second is because guys beat the piss out of them. Remember that it only has 86 hp, you wouldnt even beat a yugo with a miss let alone the civic revving his grapefruit shooter at you at the stop light. Low and slow, that is the tempo.

I just got it home it runs like a champ.. isnt leaking the only thing wrong it if you stop real hard or take a corner to fast itll cut out like its not getting fuel.. I almost think its the float in the carb

Or the fuel filter. Does it do it under a load or going uphill? If you got 3-4 grand bag it yourself and rebuild it yourself you won't spend but 2-3 grand and then its done by you the way you want it done.

Could be the float, as someone else suggested try the filter. There is a pickup screen in the tank that could be clogging with rust or debris, wouldnt hurt to drop the tank and flush it out, they can rust pretty good inside.

There is also rollover valve on the frame by the gas tank, what you are describing as a problem sounds like it is clogged or broken. This tip comes to you thanks to Jey, who after me throwing out possible answers found that solution on his own.

even if the motor is crap and you want something new, I picked up a rebuilt 2.3 4ZD1 isuzu motor with 7yr/70,000 mile warranty from a place in Washington for $1,800
