want it to look like this when im done. NEED FIBERGLASS CLOTH , RESIN ,HARDENER,SOME GLOVES

Is this about all i need to get this dash started

For that, I would simply sand the texture, use adhesion promoter, high build primer.....work it smooth, and throw your final color on. Then buff and finish work as necassary.

Basically what everyon above has said. I don't see where resin and matt will really help you. fiberglass adheres to plastic like poopy...Unless you know some tricks.

ALL I CAN SAY IS DON'T DO IT... I SPENT ABOUT 50 HOURS ON MINE WORKING IT TO PERFECTION ONLY TO HAVE IT CRACK ABOUT A WEEK AFTER PAINT.. I THINK THE PROBLEM THE FIRST TIME I DID IT WAS THE AREAS WHERE THE FIBERGLASS STOPED OR STARTED.. FOR EXAMPLE THE 3 BOLT HOLES ON THE TOP OF THE DASH WHERE THE PLASTIC CAPS POP IN... YEA.. YOU CANT REALLY RUN YOUR FIBERGLASS ONTO THAT AREA.. SO THAT GIVES THE GLASS A GOOD PLACE TO START LIFTING FROM YOUR PLASTIC DASH
I EVEN WENT TO SEVERAL BOAT REPAIR SHOPS TO TRY TO GET INFO ON HOW TO DO IT RIGHT AND THEY SAID IT IS IMPOSSIBLE WITHOUT THE INTIRE DASH BEING MADE FROM GLASS AND BEING VACUMED PACKED AND SHIT AND EVEN THEN IT MIGHT STILL CRACK AT STRESS POINTS

OH ONE MORE THING THE PLASTIC AND FIBERGLASS WILL NEVER WORK TOGETHER PROPERLY BECAUSE OF DIFFERENT RATES OF EXPANTION DURING TEMP CHANGES

Do you want the dash to look exactly like the picture? If so, the only peice that might need glassing is the pad over the glove box door. Everything else is hard plastic and with the propper prep work, can be painted very easily.

Now if you want to change the shape of the dash, or add skulls or crazy speaker pods, then yes you will need to glass a dash for your truck. If so might I suggest www.fiberglassforums.com for info and ideas.
