heres a few concepts you might be able to work with:
get a new bumper cover from cervinis or somebody. if it needs the earlier upper, get one used...its covered anyways.
you could get another bumper cover like yours, cut out patchs and use 3M panel bond to glue them together. let it dry. use more as the main filler since it turns to rubber. little flexible. then your normal fillers over that.
also you could cut the dips and whatnot out, and just have flush openings. basically, cut the fog and grill holes to where they are at the flats. use alot of duct tape as a back board. lay down a bunch of resin. then a layer of glass mat. the 90 degree weave. resin. mat. do that 4 or 5 layers. let it set. remove all the tape. skim it down with a roloc (3" 40ish grit grinder). if its got any really high or low spots, then cut them out and do it again with that area. fillers and paint.
i would do the second for that bumper.
