Had that problem with my 98. Turned out to be the pass key system GM uses as theft deterent. There's a magnet in the key cylinder housing that is usually the culprit. Mine ended up being the module. Good luck with that.

I agree with checking any and all grounds in the system that are even remotely tied into the fuel system. Get yourself a Haynes or Chiltson manual, they have wiring diagrams. A second thing to look for is the fuel pump relay. The one on my S-10 for some reason would corrode at the pigtail with that green copper powder, and same thing, it would not prime the pump, I had to replace the relay, clean the pigtail with contact cleaner and an ultra small wire brush/pipe cleaner, then add dielectric grease to the connection, and that helps, however mine still seems to "gum" up from time to time, so that is usually a check from time to time. My relay was located on the inner driver side fender, yours may be in a different location, but, I'd start with those 2 things.

if it is a s10 the grounding crew is leading you in the right direction , i had this same problem on a s10 i bodydropped , and found it to be in the harness that leads up to the tail lights on the drivers side of the frame at the rear , it was a simple matter of reinstalling that ground lead, and vroom vroom

pull tha fuel line off and c if it shoots gas out of it and if not its 1-4 things grounds, relay, fuel filter stopped up, or u got a blockage n tha line some where. if u get it fix let us no what tha problem was, hopefuly this can help

its been along time since i worked on a chevy but i think there is a ground by the filer nozzle did you take off your bed
