The arms shouldn't be hanging up on the cans, I know mine didnt. I've got the same body style Civic he has, and the suspension is the same between the hatch, coupe and sedan.
If you need to see what's causing the interference, get a floor jack, put the car on stands, take the fender off, take the wheel off, air out the front, uses the floor jack on the lca to act as the "ground" and watch to see where it bottoms out.
Your tires could be resting on the fenderwells, there's too many variables without seeing it.
