yeah , funny thing it lasted a year before it happened....
was K-36 primer... im clueless why , and asked my paint supply store and many painters.... dunno why it did that....
the epoxy stayed.. but just the k-36 in that area peeled...???

but he needs to paint it anyways!! ive been telling him....
