If you have EFI now you need to stick with EFI to smog legally. It's not hard to smog with a motor swap, you just need to take your time and do it right. Theres a smog legal early 80s Ranger up here that runs a carbed 302. But its in that 83-85 Range where Mustangs had a 4 barrel carb, EGR valve, Smog pump and Charcoal canister on them and nothing else.
Just saying a 89 - 93 is going to be easy for you to do and make it work with smog. I have a 97 so add in ODBII and I am screwed. You will have no problems as there is so much for a 5.0 versus a 4.6 I scrapped my 4.6 for a 5.0 and decided I will figure a way around smog some day.
Here is the wiring harness for the 5.0, now find one for a 4.6 that is as easy, good luck
CA is difficult when ti comes to smog, modifications, and motor swaps. Things can be done, but they have to be by the books or you won't be driving your car.
not to jack your thread I have a 92 and have been toying with the idea of swithing my ohv 4.0 to the shoc 4.0 and runing a eaton blower does anyone think that might be less of a hassle to get passed.
well, bit of info. those 4.6s are huge. but, not impossible. as for the smog stuff, edelbrock makes an intake manifold for them that will let you use a carb. and an msd box that it comes with that will control all the coil packs. ive been lookin into that as an option for various projects. the 4.6s also came in trucks and crown vics (and sister cars)
