I had the same issue on a brand new valve.  The stem was slightly bent due to shipping, and the vavle would barely open.  Straightened it out the best I could and it worked fine.

i replaced everything except the lower section of the valve and the diaphragm and still doing it. i think i will swap out the diaphragm and see if that works. still stumped. i also double checked to see if anything was stuck in the valve and nothing.... so strange.

We bought a full set of SMC 3/8 valves from Suicide Doors back when we first airbaged the Envoy.  3 out of the 8 valves would stick wide open if you hit the switch.  They were brand new.  SMC VALVES ARE JUNK!!!!  And on top of that Suicide doors would not replace them unless we shipped them back and even at that they said they may not cover it.  So that was the last buisness with SMC and SD for me.

I would check for binding like has already been mentioned. Balljoints, maybe control arm bushings. Is it shocked in the front?

have you tried switching it with another valve in your system to see if the problem follows; like maybe a fill?  that would eliminate your question about contaminants...
