It is pretty easy to strip the front of the engine down to get to the timing belt. From your picture the belt looks pretty gnarly at the front of it. There is a timing mark of the front of the engine which is supposed to align with a notch in the lower timing gear. That establishes TDC and at that point your timing marks (the pointer and little circle) should align. It looks like you have a stripped timing belt but you won't know that unless you pull the lower cover. If that is the case, change the water pump at the same time.
