whell machining the steel wheels cant be done , but there's another way .
i sometimes watch american hot rod and the boyd coddingtonwheels are made from a aloy rimblank in the wheelsize required and a custommade/machined center
they heat the blank up and drop it over the center then they let it cool and weld the rim to the center on an automated weldingrig .
if you can find a company who makes steel rimblanks in 22 inch you could machine the 22.5 inch rim off the center and down to required size heat the rim drop it over the center line it up and weld it .
it schould work and it still would be safe but i wouldnt be surpriced to see it costing more then a set of reworked alcoa's
you know in the beginning i thought you done the aloy's that way too it would be a nice idea because you can have the rim fit in the wheelwell and you can finaly use the cracked wheels too (just lob off the rim and put another one on there )
