Here in PA I can avoid emissions by keeping my milage under 5,000 per year. Thats a plus. I got mine inspected in October without any problems. (except him bitching about my adapters). The best thing i have found is 1. Befriend the owner/tech doing the inspection. Hang out with him and bullshit. It takes his mind off what he's doing and also creates a bond. Doing this before you actually take the truck there helps. Knowing the person before hand also helps if they recognize you. 2. Know the law! Read up on your inspection guidelines. I could ramble off specs and dimensions required by law for light spacing and brightness. Not because I like to read, but because it was neccessary. In fact, I even printed out a copy of PA's inspection guideline book (about 450 pages front and back) and high lighted specific sections that I deemed relevant. I keep it on my dashboard.
If all else fails, go to another shop. I realize this trial and error method would be expensive though. Ask local hot rodders or custom shops where it's 'easy' to get inspected.
