about the 4link - suggestion:
you could run the bars foreward, and put the fuel cell in the rear. that way it's out of the way of the driveline, and you can center it and even out the weight of a full tank of gas.
when the bars are foreward, during suspension travel your axle will travel in a similar arc as the drive line, whereas the reverse 4link will have an arc wanting to push and pull the driveline. it's not too extreme usually, and that's why you have a slip yolk in the front of the driveline, but it still happens. i actually know someone that was aired up going down the freeway and the driveline came out the back of the tranny - i had to fix it. no bueno.
and for the bags over the axle - i had mine that way when i first bagged my mazda, and it rode really stiff. i changed it to mounting them on the lower link bars, and i liked the ride a lot better, and got a little more lift.

the only thing i would recommend running on the axle is F9000 sleeves. they are designed to run on the axle, anything else is not and will give a harsh ride.

if you must for simplicity thats one thing, but just know there are better options than a reverse 4 link. most do a reverse link setup to keep the stock tank in the stock location, you are planning on running a cell and a reverse link, which doesnt make sense to me.

i am running a stock tank mounted between the framerails in the rear, its simple, looks good, and uses stock components, all pluses to me. and allows for a forward mounted link setup, the biggest plus.

whatever you decide, just make sure its the way you want it, not just the easiest, because the rear setup is usually what makes or breaks the quality of a mini.
