First of all, the AC clutch doesn't "decide" to engage. If the clutch gets voltage and doesn't engage, then the AC clutch is bad.
If the AC clutch is good and it's switched on but there's too much pressure, then the compressor will stay engaged and the belt will slip/burn/squeal.
You said you didn't have luck with just changing the AC clutch itself; did you use a new one? Or shoot/post some good video of the AC compressor when it's dong this. When the AC clutch on a good system engages, it doesn't build up pressure immediately.
I think you need to see a real auto AC specialist.
