The 20A fuse can withstand so much time running at 20A before it eventually heats up and pops. So you may be in the clear for the little time it is drawing 20A. However the correct size to use is 25A for that circuit.
As for the other compressor, that is very strange. I wonder if it seizing up at higher pressures and overloading.
Try swapping feeder circuits to compressors and see if the other compressor is causing the same problem. If it's not, then you know it's the other compressor that is bad.
If the same thing happens, then check your wiring. Like ^^ said, check grounds.
