The devil is in the details. DO NOT believe the owner, whether he means to or not he's not telling the whole truth. As a car owner you "get used to" certain quirks in your older cars - I know I have. This truck needs some work regardless of what he's put into it. Probably why he's selling, because it needs more.
And remember people always throw out a number they would like not necessarily what they'll take.
A seller can never go up and a buyer can never go down once negotiations start. Determine what you are willing to pay and don't go above it. Start at %50 of that number and clearly state your "concerns" about the car explaining that's why you are offering X.
Once you make the initial offer don't say a word during the pregnant or awkward pause. First one that talks looses.
I used to sell cars, honestly, during college breaks and made a lot of money telling the truth. People are willing to overlook things or understand where you are coming from if you are honest.
That means you need to be honest too, tell him exactly why you are offering X and you aren't trying to steal the truck. You can even say you like it but at the end of the day it's only worth X or X + 1...
