If you have stock tires, you should be able to easily get it low enough to hit the tires against the top of the inner fenders.
I think the easiest thing for you to do is remove the torsion bolt and shock from one side and see what is hitting - with stock diameter tires it is probably just the one corner of the upper shock mount hitting the A-arm - just grind the shock mount a bit and that's it.
One important thing - if you snapped the torsion bolt DON'T trust the helical, or any aftermarket bolt - it's so easy to just buy the "T" insert and bolt from a wrecking yard - just replace them both - the stock bolts are very strong but do break from time to time - I pull them out and coat them in anti-seize compound and never had and issue.
