If you are going to replace your lifters (cam followers) you should replace your cam at the same time. Wear patterns form on the cam and cam followers and if you put new cam followers on a old cam.. you will wear them out prematurely. Just an FYI. Cheers

If it comes down to it, and I need to replace the rockers I'm going to get a remanumactured head with a warranty and have it ported and polished and put in a ground cam(.270) with titanium valve springs. Will this run o.k. with the stock carb? You say the fuel pump (mechanical) will also make this noise? How can I tell if its the fuel pump or the valve train? Install an electric fuel pump?

Carter makes an electric fuel pump that puts out 4psi witch is close to what the stock pump puts out and is recomended by weber to run with the 38 outlaw. I plan on running the outlaw in the future so I wonder if I should just switch the fuel pump from a mechanical to a electric now? Why not right?
If I switch it over do I leave the mechanical still hooked up or is there a way you can block it off from the head?

the 270 dur cam will work with the stock bottom end if the head hasn't been shaved too much, otherwise the valves will make contact with the pistons!! you will def. need either the 32/36 weber (with bigger jets than factory) or the 38 outlaw. where are you going to get to valve springs? no one makes them unless they are a one off custom set that i have found.
if you do run an elect fuel pump, remove the mech unit, and trace the opening in the head where it went, carry that to a machine shop, and get a cover made in the same shape, and a piece of gasket mat'l to cover the hole. you might also need a bypass type regulator (set @ 4 to 4 1/2 psi) even if the elect is 4 psi. that way you have a return for the fuel to the tank (there was a return on the mech unit).

hope this answers some of your q's
