check your crank to cam timing and make sure it is dead on. i just rebuilt my 89 b2200 and if you are off just a little it is off a lot and it won't crank.
you said it turns but it won't crank so this is where i would start.
if you need more info on the timing just let me know. i got pretty good at it screwing around with mine. haha.
