have you tried doing what i said earlier? if so, and it still did not work than do this...
like i said earlier, put the #1 at tdc (make sure that the timing marks on the crank gear line up with the timing mark on the eng. block), put the #1 on the cam gear pointing up, install the timing belt, stab the dist. so that it is pointing at the #1 plug. try to crank it, if it does not crank, remove the belt, pull the dis. out a little, and spin the cam to # 2 and try again. go all the way to #4, if it still does not crank than do it again starting with the #1 again. go 1 thru 4 again and it should crank in there.
also, you can check to see if your belt is slipping by putting the #1 at tdc (match up the timing marks on the crank pulley to the block), #1 on the cam gear pointing straight up, and belt installed. spin the crank 2 full 360 degree rotations, lining the timing mark on the crank pulley back up, if the cam gears arrows aren't lined back up than you have slack in the belt somewhere or it is slipping.
i don't know why mazda made the cam gear so that you can put it on any way that it wants, poor design but what can you do?
let me know if this helps, if not we will try something else.
also, did you make sure to hook up the distributor advance from the carb? this won't keep it from cranking but it will keep it from running right after it is cranked.
