you could tig weld your brackets and whatnot, but i don't think that would be reasonable for you to learn quickly, and it would be most inconvenient. you'll most likely be MIG welding, using a wire feed welder with a 'gun' and trigger. hopefully a welder with gas assist. you could arc weld them too, but that'd be pretty tough too.
a lot of people will tell you to get a 110v welder, a miller, lincoln, hobart, etc. and there's nothing wrong with a cheaper 110v welder, it'll get the job done, but i prefer something else.
i am a fan of the 220v welder. i won't ever use a 110v welder again. i love the versatility of being able to weld thin sheetmetal and thick steel plate.
There is no such thing as too much practice, or 'good enough' when your dealing with your front suspension, or any frame modification for that matter. you'll need to practice and learn proper metal fitment, and penetration, so that you know when you grind down your weld your stuff's not going to fall apart.
