I use fox nitrogen charged shocks on my dune buggy... I took like 450psi just to air them up to take the load of the motor being in the back.... These shocks take alot more psi than you think. Unless you plan on having a commercial filling station on hand than you might want to rethink this idea.... These shock aren't made to adjust on the fly or by pushing a button. You can't just use an air chuck off your commpressor. The shop I use has fitted a nitrogen tank and use some type of one way valve with a pressure gauge. If you expected to go over 220 psi you might want to look into these shocks more in depth and find somewhere or some how to fill them.

PS.... I know you are trying to think out of the box but whats wrong with bags, you are talking about fabbing mounts, bars, etc --- Why not get a tried and true bag system?

sounds to me like you want the look of a static drop then be able to pick it up over speed bumps...is this right?
i took the air shocks for an s-10(sky jackers load helper) and put them on my truck ran my 1/2"lines to them and hooked them up(this was only to get the truck moveing not what i wanted) and it worked BUT it only picked the truck up maybe 3" not much at all....now that may be what your looking for but if it is... hows this go find your self a unibag its a bag that only has one bellow but can take the psi your going to need to pick up the truck plus there only about 3"maybe 4" tall....or go get you some semi cab bags there the same thing small but can hold the psi....i dont thank your going to like the shocks if you do it that way...just my own thoughts
