Depends on what springs you are running. On the front of my truck I am running a larger diameter spring. it is actually a coil over spring used for high performance coil over shock setups. Can get the springs here locally because of the large amount of stock car racers in the area. spring come in various degrees of stiffness. As for your question, the PVC pipe is sized so that the cylinder just fits thru it. Then, on either side of the metal, I used a larger diameter piece of PVC and glued it to the original piece. This keeps the inner sleeve from shifting up or down. Unfortunately if you are using the standard "mini coils" that you get with a standard hydro kit, the above wont work as the springs do not allow enough room for the glued on piece of PVC.
Another option would be to get the PVC pipe that just fits over the cylinder, cut it about 1.5" to 2" long, then slide that PVC into a metal pipe. The metal pipe would need some type cap to keep the PVC from sliding out the top, yet allow the cylinder to slide freely. You could then attach the metal pipe to the top of your frame mount for the hydraulic cylinder. This should give you a fair amount of support and atleast 1.5" to 2" of surface area for the cylinder to rub against as opposed to say 1/4".
