Hey jjm, there is a fast idle adjustment screw that can be adjusted to control how high your idle will be when you first start it.......here's a pic to show you where it's located.

I had always thought the weber was supposed to get better mileage than a "good" operating stock carb?

Not so really.......NOW, if you had a jetting kit (a good supply of different sized jets), you could tweak the Weber to get better mileage more than likely. Keep in mind, that factory carb has been set up to get the leanest mixture they could to get the emissions to pass when it was new. The US actually had tougher emission rules on these trucks back then, in an effort to protect the domestic car manufacturers from being blow out of the water on comparable vehicles!
If that factory carb is running right, it's hard to beat it! I think it is WAY more refined than a Weber is, and I own trucks with both of these carbs.
