Most of the braking is done by the front brakes. Typically rear brakes get changed about every two front pad changes.
More expensive to rig handbrake with rear disc brakes.
More expensive to have rear disc brakes, and since most braking done by fronts, not uncommon at all to have drum brakes in rear.
