The spring is supposed to be secured at both ends as a tensioner to the wheel that moves. It sets up the correct tension prior to the bolt being tightened down to secure the wheel. Otherwise, like in your case, it's impossible to tell how much preload is on the belt.

There are two places that the spring attaches to. Maybe dirt covered one of them in your case. But I'd recommend you go back and do this proceedure correctly, so you know it's done correctly.

I think you can unbolt the battery box from the passenger side and flip if to the driver's side and relocate the washer bottle.

nah. if all it does it set the tension then it did it's job before I removed it. it was shady looking being so old and I don't need a fifty cent spring failing and eating my timing belt in the middle of a big infested field. I have checked it, twice now and it's still as right as it should be.

I know what your saying, it was attached properly when I put the belt it but I took it out once everything was right mainly for fear of it failing and eating my
belt. the old belt had signs of the spring running on it's edge as did the spring show some contact. it was LOOSE know where I'm getting at??

scored a set of 04 dodge sx2.0 black buckets and tossed the bench tonight. awesome fit for my six foot frame. and a helluva lot more comfy!
