Billet, as in a billet wheel, simply means the wheel is made from one huge hunk of aluminum.
Non painted or chromed wheels can be a hassle to take car of as the raw metal is out in the elements. Even if the wheel is clear coated wheels can be a lot of upkeep. There is some polish out there, although I can't think of the name, that seals up the wheels and prevents you from polishing for up to a year or more. Know a few eople who have used it and the swear by the stuff, even if it is a bit expensive.
Chrome wheels, while normally cheaper because of contrustion, doesn't mean the wheels are worry free. If you like the chrome look, then go for it...but if chrome isn't your thing, then don't settle for it, you won't be happy. There is a huge difference in appearance between billet, polished, and chrome wheels. My wheels are painted with a polished lip, and while the lip does get dirty, a quick wipe with a soapy rag and it's good as new.
