my truck still sits 4-6" off the ground when aired out!

my truck is sitting about 4-6 inches off the ground in the front when all of the air is out of the bags I haven't flipped the ball joints or put drop spindles on it yet, I bought these bag brackets and I used the pieces that are under the lower bag brackets and I was wandering if that could be what was holding it up so high, maybe if I took them off and put the lower bag bracket directly on the control arm it would sit lower. so far I haven't been able to get an answer because nobody knows what I'm talking about. Any thoughts on that? It just seems awfully high even without the drop spindles and flipped ball joints.
