If you use vinyl, I wouldn't clear over it. It would probably cause problems. You could always paint it to look-like carbon fiber. There is a technique using drywall tape. That might let you achieve the look your going for.

why do you want a carbon fiber hood so bad, they look tackey esp from far away just like a black hood

you're asking for problems by clearing over vinyl. Think about the abuse a hood takes with stones, bugs and everything else that get hurled at it. You will have no adhesion between the sticker and the clear and will be a VERY ugly mess in a short period of time. There are a million ways to break up a body color, though and if you want the carbon "look" go with C/F. I covered my headliner for about $200 in materials. (carbon fiber, resin, and clear. not fun but nothin different ever is.) good luck

didnt chris titus's wifes expo have a c/f look paint job on a couple panels or in the graphic or something? that may be a viable option as cost vs functionality goes.
cuz i dont think the vinyl will work well and it would damn near impossible to lay a single sheet of c/f mat over the hood and resin it and keep all the lines straight and unwrinkled. its hard enough to do a compound curve w/ fiberglass mat, and carbon strands are a lot less flexible than glass strands.
