yes I agree, but mostly that is because people wait until they have already changed something (like throwing away a dash VIN) and need to get it back. Here in KS you arent allowed to remove the dash VIN without a state trooper present, they give you a form that makes it easy to get a replacement VIN with your original number. But if you just take out your dash and huck it, then try to go get a replacement VIN, the trooper atthe inspection station checks the rest of the VIN locations and the inner frame VIN and if you dont have any too bad so sad, its off to the crusher. There is a famous story here about a guy who brought in a 40 ford hot rod with no VIN's from TX and it got crushed. They wouldnt even let him take out the stereo! Ask relaxedalero about that famous red supercharged mazda from TX that got held up in KC because of lack of VIN's. KS sucks.

This is from my own experience. I have a 2001 Tahoe that was crushed in the front and it got into the firewall. So I ended up buying a new firewall off of a burned truck. I swapped the VIN numbers and everything but I didn't use the right rivets. I sold the truck for $16000 and i thought it was gone for good but how was i wrong. The people i sold it too tried to ship it overseas and the shipping company would not ship bc they saw the rivets were wrong. So then the owner of the tahoe had the right to return the vehicle to me and I had to pay him back the $16000 after he had it for a year and took by 20 inch wheels off. Then the DMV gave me a reassigned VIN. So what i am saying is if your gonna do it use the right rivets. They are expensive but they are worth it!
