me and a buddy were talking bout this at work the other day....and we thought that if you plugged your pcv off that it will raise your nox's....possibly passing inspection...by plugging it will prevent crankcase ventilation to get put back into your motor and burned again so it will make its way through your exhaust and in turn should raise your nox's....my buddy might be able to explain this better then i can,dont know his name on here but he will be posting soon or later....

Seth try unhooking the pcv valve and plugging the port. this will cut emissions drastically.

Okay so I ran a smaller fuel line to the carb, and used the other port on the regulator to push excess fuel into the return line. It runs fine at idle but when I try to move it under a load it sputters. So I plugged that end off and just ran it straight to the carb, and it still sputters. I pulled the intake off to look again, and it still sprays a shitload of fuel, but I can see it cutting off and sputtering. I don't get it now..

Sounds like your float level is to high, or stuck needle seat could cause the problem.
