From what I understand there are several ways to reformat, but only one worked for me. On startup you press F2 before the Dell screen comes up. Put in the Windows install CD that should have come with the computer. Hit enter when a screen comes up with multiple options. Then a screen will say "Press any key to boot from CD.." You have to hit a key pretty quick or it will start up like normal. From there I removed existing partitions and reformatted. It gives you the options and is pretty easy.
Someone else said that you can right click on my computer, and click on "Format" and do it from there. That didn't work for me, but I would try that first.
