you can also go to a state that is a little softer on their registration process. Mississippi, Georgia and i sure there are a few others.
look, I am not a nancy boy, and I am not picking on the sharing of information, but both of these are not great moves.
finding a state thats more lienient, swapping vins, either may work for the short term. But unless you plan to drive it forever and never move, or crush it when you are done using it, you WILL have problems later on. If you move to KS, they check vins in 3 places before issuing a title on ALL out-of-state regs. If there is only one VIN present, they look at the "hidden" vin inside the framerail. If they dont match you are in for a world of crap, they confiscate the vehicle on the spot and you have to prove why the vins dont match. If you cant, its crushed. But that isnt the end of it. If the current owner just bought it, they do a title search to find out when this happened. If the current owner has had it a while, they look at the history both vins. If one was totalled and the other was a missing car with a lien, more crap is headed for you. No matter what you do they will be able to find the person responsible for switching vins (YOU) from this timeline, because previously there would be two cars with registrations, after vin trading there is one.
If there is no lien and its just an old car/truck, you can apply for a title directly afetr filling out some forms. If its not old, here in ks they have a stoarge lien that anyone can apply for although I understand that in some states only towing companies can apply. It says you have to keep it on your property for 30 days, and that you have to run an ad in the paper with the VIN as abandoned property for release of other liens. If there is a lien, and the bank catches the paper announcement (they will, they are notified every week of these pubs) they have a choice, release the lien, or pay you reasonable storage and remove the car/truck. reasonable storage for 30 days can be a lot, I think the max is 90 dollars a day (not sure, that number jumps out at me).
swapping vins is illegal, and you WILL get caught, unless you never sell the car it will eventually be brought under an inspection somewhere and lead back to you.
