Also make sure your truck is legit and not hacked up so they dont see a real reason to pull your truck off the road. Safety is thier concern.

i got the skinny for you!!!! (the hard way) BAGS ARE NOT ILLEGAL IN VA!!! however there are tricky little laws you have to get around. the bumpers can be no lower than 14", when you lay it out you have to be able to let all the air out and not have the frame hit the ground.(i have bumpstops from a excursion that screw into my notch that keeps the frame bout 1/2" off the ground, when i run them) you cant hit switchs while you ride obviously. i dont know 100% about 4linking a truck that came with leafsprings originally but my 4ruuner had a 4link in the rear stock so there was nothing he could say bout that. if you have ever seen my runner before it stands out like a sore thumb and i drive it daily!!! i've owned the truck for 2 years and the 1 time i got pulled over i got my ass handed to me! tags confiscated on the spot, multiple tickets and had to tow it home. rebult rear suspension and got all charges dismissed in court! if you look up the Va codes you can see for yourself. i drive with a copy of them in my glovebox just incase. good luck and keepem draggin!!!!!!! p.s. joining the police dept helps too!!! i start in 2 weeks! lol
