You can use a grinder and a water bottle (drill 1/8 hole in the water bottle cap) to grind the screw heads off, and cool often, so the plastic of the bumper plastic does not start melting. Pay attention that you do not grind the material (in this instance it is rubber) that the carriage screw is holding in place.
Buy new or salvage elsewhere new carriage screws. Be sure they thread down easily before assembly.
Another choice is center punch and drill the head off the carriage screws (3/16" or 5-6 mm. drill bit), still use the water occasionally. You probably will have to hold the nut with vise grips (clamping pliers) when you get close to the end of the head, as it will hang and spin the carriage screw.

Maybe use a nut cutter? I'm not sure if the nuts are exposed enough but that is an option.

I haven't been working much cause the rain here. When I was cleaning my shop the other day I worked on my tool cart too. This is an old pic I added 2 more drawers the other day.

I finally installed my chrome grille and bumper that I have been holding on to since November. Got some rubber put on my polished 5-spoke aluminum rims that I polished up, replaced my rusted fender with a replacement fender of a "similar" color. Also washed my truck & converted my corner lights next to the headlights into signal and marker lights, mainly because I accidentally ripped the wiring out of the back of the right hand signal light socket when I took the old bumper off the truck .

Before all that, I replaced all of the coolant hoses and the throttle cable on my bike, half the damn bike had to come off to get to the throttle bodies, pain in the butt. As you can see:

Where did you get your chrome grille from? I see some online (eBay, Amazon, etc.). They seem to be about $90+ shipped.
