The vacuum lines on the carb are not emissions per se, they are the load sensing vacuum feedback system for the carb. If you pull them off, even some, the carb will default to a rich condition in "limp home" mode. Rich running cools combustion, washes the cylinder walls and causes premature wear of the bores.
The air injection tubes on the exhaust manifold can be plugged with an 80's model GM truck acorn lug nut. Adds a bit of chrome underhood too! Just slather some jb weld in them and screw them right on. The lower tubes require you make a block off plate, but any one with a scrap of strap and a drill bit can accomplish that.
