Two things to check before you tear it down.
1. Take out the camshaft pulley bolt. The pulley has 4 holes. Make sure the pin is on the hole that points to the #1 in the pulley. On 626 engines, it is set to another number other than 1. Can't remember. If it is not on the #1 hole, you have to release the belt tensioner and rotate the pulley so the pin is #1. that will explain why it is out of time and low compression.
2. If the cam pulley is dead on #1, do a leakdown test. A leakdown will pinpoint where it is leaking.
