If you just want to check where the pin is, you may be able to do it without taking the belt off.
Just take the bolt out and you will see where the pin is.
If the pulley snaps out of the shaft and pin, you may need to release the belt tensioner spring and retime.

Well i checked its right on the #1 where its supposed to be is there anything else that could effect the timing?

That's about it.

Crank pulley in TDC
Camshaft pulley at #1
Rotor timing at #1

Leakdown test or just tear it down.

If this motor sat for a while then the cyls could be dry or washed down causing no compression. This happens on older motors that are close to needing rings. To see if the compression gets better I would put a small amount of oil in each cyl through the spark plug hole then do a compression test. Sometimes the oil is enough to bring up the compression to a level where it will start. It is worth a shot before tearing it down.

Well i did a cyl leakdown test and it wont even hold 30 psi and when i put it any higher then 30 i can clearly hear and feel the air coming out of the head into the valve cover so when its going through the crankcase its the rings : ( sounds like im gunna be throwing some of my money at parts stores very soon. or mabey i can find a junk yard motor and throw that in there just need to find one... cheap
