dosen't really matter

Well it does kinda matter...when the gussets face down there is a pulling force centered on the welds...and if you are not a good welder there is a chance...although small that the welds could fail...whereas with the gussets going upwards, the forces are in a compression setting and there is less chance of failure....

But really the chance is low to begin with, and if you are a competent welder, it should be fine either way.

Putting them down is easier to do and plenty strong. If you made a new mount for the top control arm though so that the factory shock mount was gone putting the gussets up would be pretty easy.

I have them both ways on Dale's truck and let me tell you going up is alot easier when doing shock location but thats just my thought.

I think a main part of were you put them is were your valves are mounted like how far away from the bag and how much psi are running to them.

I got the suicidedoors.com rear upper bag plate on my truck and I can tell there starting to bend at the outter edges, I also ran 200psi for about a year solid and my valves were mounted to the bag. So I believe the intial force of the bag would cause it to bend depending on which way the gussets are.

Just my opinion and expierence
