They go between the chassis and the control arm.

I second you just air up the suspension to your preferred ride height. Don't tell them its on adjustable suspension.

Can you put up any more pics of the front done. Maybe its me but it does not look like the bottom of the bag has any circle plate under it to help support the bag and if you are thinking of redoing the front go down to a re-6 you will find that you will get a firmer and more nicer ride. I am with Baha danm thats a big bag to be running up front. TO me it looks like you are going to end up ripping the bag as it does look like it is rubbing

will be re-doing lower control arms, rear set up, and hopefully making some uppers (from the ideas of the 87 b2000 with hyrdos build)
