Mark, I can tell you from personal experience that rust in the tank is a pretty good possibility. A quick way you can test this out would be to disconnect the fuel and return line at the fuel pump, and to take off the fuel cap (IMPORTANT!) Next blow compressed air through the supply line, then hook everything back up. Drive it, if the problem is gone (even for just a few seconds) then it is a pretty good indication of a fuel sock blockage.
Before I was able to get my replacement tank I was having to do this every morning before work, the problem usually came back going up the driveway or around lunch time. It was a 4 mile drive each way.
