Check your upper rad hose. Start the engine cold, and note how long it takes before the upper rad hose gets warm, this is when the thermostat opens. Shouldnt get warm untill the temp gauge is reading at least 1/4 into the normal range (if temp gauge is working). I had a simmilar issue on my 88 B, had a new thermostat in it, but my temp gauge didnt reach the normal area on temp gauge, unless I was pulling a huge load, had no heat, couldnt even defrost my windows and my rad was 100% blocked off with cardboard up against rad. My upper rad hose was warm within 5 minutes of starting the engine when cold (below freezing), turns out my new thermostat was opening at a way too low temperature, preventing the engine from ever warming up. Replaced thermostat, and the upper rad hose didnt get warm untill temp gauge was about 1/4 up, and i had super awesome heat lol. I figured that out in march, when winter was over though
