I mean. the bottom radiator hose is not hot

A cheap/fast fix is replacing the radiator cap and thermostat, after that I'd say water pump or radiator is the problem.

An easy test:
Remove the rad cap, before starting the engine while it's cold, then start and run the engine until you see coolant flow past the opening

my temp guage doesn't go up all the way. its an 86 so on temp guage it goes right above the c on the bottom line never gotta higher. I replace the thermostat. and if it is the water pump how hard is it to replace.

I'm not completly familiar with the '86 setup but I believe you'd have to remove the timing belt, timing belt cover and anything in the way to access the water pump. You might want to think about timing belt and tensioners while you have it apart and maybe even the oil pump.

Replace your radiator cap too.

How cold was it outside, and was the engine cold (i.e., the truck had not been running in the past 6 - 12 hours)? 2 minutes is not really enough to see the antifreeze moving or expanding at all. Especially if it's cold and idling, it can take quite a while for the thermostat to open and you can really see the water moving.

it's was really cold Maby 40s. so should I drive the truck home, shut it off take the cap off then start it and see what happens

That's my suggestion

I had the truck running for about 10min and nothing came out the radiator, so I'm assuming that's my water pump then?
