You should notice a difference because the 38 is a "Synchronous" type and not "Progressive" like the 32/36. People notice increases with the 32/36.
Incase you didn't know, the 32/36 stand for 32mm primary and 36mm secondary. The 38/38 is 38mm on both sides and work at the same time. Most people would say that you would kill gas mileage due to both flaps working at the same time but this is wrong. Although you wont gain mileage, you wont lose it either. Another benefit is that the air/fuel mixture can be tuned independently per barrel. This allows for much more tuning that the 38's predecessor (the 32/36) which has only one air/fuel mixture screw.
