Reasonable, Articulable Suspicion.
As far as tickets go, all they are is appointment slips. (As long as you're truly innocent)
Look, guys, I've got a foot in both worlds here. And, no, for you airbag bigots, I don't have an adjustable suspension......yet. But I still consider myself to be a minitrucker. And, after 17 years, I certainly consider myself to be a cop.
A LOT of what we (minitruckers and every other kind of gearhead) do violates one law or another. You research the law, you do your damnedest to stay within it or at least inconspicuous, and you hope all will go well.
But if it doesn't, you've got no one to blame but yourself. Because if there was no violation there, there'd be nothing for the cop to write down in that little box with numbers next to it.
You can drive a Mad Max Mobile all you want, and not get a single ticket.......as long as you do it on private property where you've got a right to be.
When you drive on the public highways, though, you enter into an unspoken agreement to follow the laws regarding those highways.
Beyond that, some cops are dicks. Most are not. Some minitruckers are dicks. Most are not.
I wouldn't be the least bit surprised if somebody, someday, did a study and learned that, a great percentage of the time, when there's friction between cops and minitruckers, there are dicks on BOTH sides of the driver door......
edit: as for the "law" covering officer discretion, it's in many laws, in the words "may", "can" and "shall". If a statute says that an officer SHALL do something, there's no discretion allowed. Most traffic codes include the "may" language for traffic infractions.
