sorry for the million questions, but this is a life changing desision, you know...

what are the emission laws there:

1. are they done yearly or every other year like WA (odd year vehicles on odd years & evens on evens)? - Once you pass emissions most vehicles you have the option of paying for 1 or 2 years.

2. do they do the fuel cap pressure test? the toy has a fuel cell. - Yes

3. how many years old does a vehicle have to be to get exemption status? 20 or 25? -not sure. My friend had to go through emissions in 70 Cadi.

4. if it's a pre-OBD vehicle do they do the sniffer test? -dont think so but i could be wrong.

5. what are the regulations if you fail? my toy has 1 seriously built engine & i doubt it will pass. -each vehicle can have 1 30 day temp tag per year to get work done and through emissions. i've heard adot has a program that will give a vehicle a 1 year waiver if you provide detailed bills for work done and it still not being able to pass. But then the next year your vehicle has to pass. If you live in an area outside Maricopa County they do not require emissions.

6. if any of these answers are not to my liking, can i just run WA plates for the next 2 years & register the toy with non-resident status w/o catching crap from the police? -I deal with alot of different people at work, we talk cars alot since they all see my truck or car parked outside. Ive heard horror stories from them of getting in trouble for having a vihicle not registered in Arizona if you are a resident here. I think unless you are just going to school you have to have Az registration. Its especially bad if you have kids in school here. A few of them said they had to pay rather large fines.

7. does a bagged, cut up frame get you in any crap during the registration process? -Not that ive ever experienced or heard of

8. do you have to go through inspection (other than emissions)? -I think you might have to go through an inspection if you are coming from another state.

Also with that being said, how are the cops toward minis? -Ive been pulled over alot, usually for dumb reasons like my plate is to low, i had no side marker lights on my s10, no license plate light, but i've never gotten a ticket for any of that. They usually just run your name, check registration, and tell you to fix it.

4. if it's a pre-OBD vehicle do they do the sniffer test? Yes the vehicle runs on a set of rollers with a probe in the tail pipe

5. what are the regulations if you fail? my toy has 1 seriously built engine & i doubt it will pass. X number of days to retest, or else SOL I think

6. if any of these answers are not to my liking, can i just run WA plates for the next 2 years & register the toy with non-resident status w/o catching crap from the police? Good luck once in the state have to register it, ways around it though

7. does a bagged, cut up frame get you in any crap during the registration process? None that I have seen, they just sniff test it

8. do you have to go through inspection (other than emissions)? nope

Also with that being said, how are the cops toward minis? I have been fine but I do not do anything to draw attention. Besides the roads are awesome, no salt or anything to destroy them

See my answers above based on my experience.

8. No, I had to transfer a title from Indiana on my Mazda that was bagged and they didnt inspect it. It just had to pass emissions 1st in order to tranfer the title to an Az title and get the plates(which sucked).
I have never had any trouble with the cops, been pulled over twice for hitting the switches while cruising, but not ticketed because I wasnt going over 15mph.

Good point about out of state inspection. To get a AZ title you need to get a level 1 inspection. This consists of verifying 2 vins on your vehicle from what I have seen on my out of state purchases.

some of the cops around here are pretty cool and if they pull you over they will just give you a warning if your not being a jackass but theres one peoria cop named officer bacon (yes thats his real name lol)he gets me for something each time then hasseles me bout everthing thats done and inspects my sons car seat to make sure its in right which of course it is,but in az the only law against adjustable suspension is you cant hit switches over 15mph thats the only one that the cool cop told me to watch out for
