Heres a definition from their site:

"POR-15® is a high-tech, high performance rust-preventive coating designed for application directly on rusted or seasoned metal surfaces. It dries to an incredible rock-hard, non-porous finish that won't chip, crack, or peel, and it prevents rust from recurring by protecting metal from further exposure to moisture."

Another interesting blub from their directions:

"If you are perspiring and a bead of sweat
drops into the POR-15 can, the paint is ruined
and should be thrown out. It won’t stick
properly."

I just went and checked on it and it is already roch hard and has a very nice enamel looking and feeling finish.

Get a picture of it in the day light dry, and then again in the day light when its wet, close up, i wanna see the finish

That stuff is awesome. I've done lots of frames in it. You can take a hammer and beat the shit outta it and it won't chip (if applied properly). And yes, dragging will remove it. If you have an older rusty frame and want to seal up the pin holes/decay and don't have/want to spend alot of time then it works great. I have always used it on a freshly sandblasted surface though, never over actual rust.

Right now, it is a very glossy finish, looks much like new car paint and the water beads up on it nicely as well. It is rock hard and the paint seemed to have filled in the pitting from the rust. Of course the frame is still kind of textured but it feels like a smooth texture if that makes any sense.

Rough, but smooth rough texture type feeling, i know what you mean. its Glossy, so it feels somewhat smooth.
