you're right... that's a terrible idea. not only will you have the smallest rotors paired with the biggest wheels (doesn't look very good at all) you'll be drilling them, which will take away from the surface area of the rotor. the surface area is what the brake pad grabs to stop the truck. you are worried about stopping, so why take away some of the meager ability by drilling it?
i'm running an 11" rotor with Wilwood 4 piston racing calipers on my 20's and i'm going to step it up to a 13 incher as soon as money can allow! i know how heavy my wheels are, i can only imagine how much yours are!
when upgrading to better brakes, definately upgrade the master cyl. too. i ran into that problem. get a bigger diameter one - say out of a corvette
