Ok I did my truck bags over axle. My pinion angle does not change period. When you do a bag on bar setup does it change?

If your pinion angle doesn't change at all, not even a single degree, your 4-link is not installed properly. The only difference between bag on bar, and bag over axle, is you get more lift. But in the same amount of travel, your pinion angle should change the same amount. It will just change more in the little bit of extra travel you get with the bags on the bars.
