haha ive been waiting for someone to bring that up, some previous owner put some kind of grey rubberized goo around both capacitors front and back and one or two of the chips as well so the only way ill be able to check is to switch it out with a good one and there arent any in the wrecking yards in my area, unless someone knows of another way without sending it off

Well, if the ECU is the problem, and it sounds like it is if someone has messed with it like that, then you can work on everything else until the cows come home, and you won't get it running right.
Sounds like you need a computer to me, and if you try changing any of the other settings with the fuel or spark then when you finally do get a good ECU in there, your going to have other things out of whack. I would set my sights on getting the ECU rebuilt by AvPro or a similar company or try finding another ECU to put in there.

So I don't know if I mentioned this or not but it did finally start to take a rev but seems to play catch up like it takes a lit time for the rpms to catch up to the throttle position, would that still be a sign of bad ECU?

I agree with ruling out the ecu before doing anything more, especially if it has been "fixed" in the past. If you are around Vancouver BC I'll lend you mine. Good luck

The ECU is controlling spark and fuel so if it has problems, so does your engine. A bad ECU can cause all kinds of running issues so the answer is ......yes!

Just ordered a remanufactured one off eBay so I guess well find out in a few days if that's the problem

Have you taken out your idle control unit and cleaned it? Unplug your mass airflow sensor, your idle should rev up if it is okay.

I haven't looked at the idle control unit! It stalls out if I unplug my MAF

Man your truck symptoms is puzzling...
Here is what I would check or recheck:
Make sure the exhaust isn't clogged or clogging.
O2 sensor on exhaust is it good or cleaned out?
Good white arc sparks to every spark plug position.
MAF sensor is that the original, have you tried cleaning it?

You mentioned you replaced the ECU. Is a bad sensor/control wire not reporting back to the ECU?
